Police: Portland man among those arrested in Oxycodone bust

A yearlong criminal investigation by Maine Drug Enforcement Agency officials from task force groups based in Bangor and Houlton has led to the arrest of a group of individuals suspected of selling large quantities of Oxycodone in Maine, the Maine Department of Public Safety reported.
On Wednesday afternoon, Andrew Morrison, 23, of Portland arrived at the McDonald's on Union Street in Bangor planning to meet with an Oxycodone supplier he had befriended on a social media site, the Maine Department of Public Safety reported. This "supplier" was actually an undercover MDEA agent, state officials reported in a press release. When Morrison parked his car, MDEA agents and Bangor Police took him into custody without incident. Morrison was in possession of 50-plus Oxycodone tablets and over $29,000 in cash, the Maine Department of Public Safety reported. Morrison had arranged to buy 2,000 Oxycodone tablets from the undercover agent, police said. 
Based upon surveillance of Morrison earlier in the day and other investigative information, MDEA agents then went to the Bangor Motor Inn on the Hogan Road and arrested 52-year-old Angel Nibby, of Caribou. Nibby was found in possession of another $2,560 in cash, police reported. MDEA agents then obtained a search warrant for the home of Angel Nibby and David Sullivan, 51, on the Grimes Mill Road in Caribou. When agents arrived, Sullivan tried to discard drug evidence by throwing it out a window, the Maine Department of Public Safety reported. Among other evidence, agents seized 573 Oxycodone tablets, two methamphetamine tablets, $10,000 in cash and a loaded .25 caliber pistol, police said. MDEA agents were assisted in the search by officers from the Caribou Police Department and a K-9 unit from the Aroostook County Sheriff's Office. 
Morrison and Nibby were taken to the Penobscot County Jail where they were charged with attempted aggravated trafficking in Oxycodone — a Class B felony. The offense is aggravated based upon the quantity of drugs. Morrison, who was already on bail for a drug trafficking arrest, was also charged with violation of conditions of release, police said. Morrison had been arrested by MDEA agents in January of 2011 and charged with trafficking in Oxycodone. In February of 2013, Morrison pled guilty and was scheduled to be sentenced in August. If convicted, both suspects face up to 10 years in prison. Sullivan was charged with possession of methamphetamine, a Class C felony, and taken to the Caribou Police Department. 
Crimes involving the distribution of prescription narcotics continue to represent a large percentage of MDEA's total statewide arrest numbers. The highly addictive pain killers are often smuggled into Maine from states where rogue pain clinics operate, the Maine Department of Public Safety reported.

Presque Isle man arrested on bath salts charges

Maine Drug Enforcement Agency officials throughout Maine continue to encounter incoming shipments of synthetic cathinones, commonly referred to as "bath salts," including a shipment picked up in a search in Presque Isle late last week, state officials reported.
On Thursday, Maine DEA agents and Presque Isle Police Officers executed a search warrant at 10 Haines Street in Presque Isle after Joshua Dunn, 25, took possession of packages containing what MDEA agents believed to be synthetic cathinones, specifically a-PVP, the Maine Department of Public Safety reported.

While conducting surveillance, MDEA agents observed Dunn accept the two packages and almost immediately executed a search warrant that they had obtained earlier in the day, a Maine Department of Public Safety press release reported. During the search of Dunn's residence, agents and officers seized the two packages and their contents, the press release stated. The combined weight of the drugs from both packages is just under 400 grams, or nearly a pound. Agents also seized $900 in cash.
Dunn was on bail for the Class B felony trafficking in synthetic hallucinogens after his arrest by MDEA agents on Dec. 12, 2012, the Maine Department of Public Safety reported. Dunn is now charged with a second count of Class B felony trafficking synthetic hallucinogens and violation of conditions of release. He remains at the Aroostook Count Jail.
Most of the "bath salts" shipments originate in China and arrive through the U.S. Postal Service and commercial parcel services, the state reported. Given the volume of these shipments, significant MDEA resources are being expended to interdict them, as well as to investigate those individuals who import these dangerous drugs, the press release stated.

Portland man arrested on warrants for sexual assault

A Portland man arrested on a host of warrants late last week remains under investigation for sexual assault by Portland and Westbrook police.
On Thursday, Alvin Lee Weisberg, 32, was arrested on warrants charing Class A gross sexual assault, Class B unlawful sexual contact, Class B aggravated assault, Class D criminal threatening and Class E violation of conditions of release as he attempted to flee the state, law enforcement agents reported.
The U.S. Marshal's Violent Offender Task Force and Lewiston Police arrested Weisberg on Portland Unified Combined Docket Court warrants, from charges stemming from an incident reported to Westbrook Police in February of this year, police said. Weisberg, a Portland resident, was also arrested on a Portland District Court Warrant charging failure to appear for a jury trial in a separate matter.
Westbrook Police and Portland Police detectives are continuing to investigate additional sexual assault allegations from other potential victims alleging sexual assaults by Weisberg, according to Westbrook Police Department.
